fa اولویت‌بندی و رتبه‌بندی شاخص‌های عملکردی ایمنی، بهداشت و محیط زیست با استفاده از فرایند تحلیل سلسله مراتبی: مطالعه موردی یک مجتمع مس Prioritization and Ranking of Health, Safety, and Environmental (HSE) Performance Indicators Using Analytic Hierarchy Process (AHP): A Case Study of a Copper Complex مهندسی بهداشت حرفه ای و ایمنی کار Occupational health engineering and occupational safety پژوهشي Research <div style="text-align: justify;">مقدمه: به منظور هدفمند نمودن اقدامات ایمنی، بهداشتی و محیط زیستی در جهت حفظ و ارتقای سلامت کارکنان، تجهیزات و محیط زیست، سازمان‌ها نیازمند تعیین و اولویت‌بندی شاخص‌های عملکرد در حوزه‌های مختلف مرتبط با بهداشت، ایمنی و محیط زیست (Health, Safety, Environment یا HSE) هستند. پژوهش حاضر با هدف اولویت‌بندی و رتبه‌بندی شاخص‌های عملکردی HSE با استفاده از فرایند تحلیل سلسله مراتبی (Analytical hierarchy process یا AHP) در یک مجتمع مس به منظور ارایه راهکارهای بهبود مستمر صورت گرفت. روش‌ها: این مطالعه از نوع توصیفی- تحلیلی بود که نتایج مربوط به شاخص‌های عملکرد HSE در یک مجتمع مس طی سال‌های 1397 تا 1399 را مورد بررسی قرار داد. شاخص‌های مورد نظر در این شرکت شامل 9 نوع از شاخص‌های بهداشتی متشکل از 5 شاخص آسیب و بیماری‌های شغلی و 4 شاخص‌ بهداشت حرفه‌ای، 6 نوع از شاخص‌های ایمنی و 2 شاخص زیست محیطی بود. جهت اولویت‌بندی و وزن‌دهی شاخص‌های عملکردی HSE، از AHP استفاده گردید. در نهایت، داده‌ها در نرم‌افزار Expert Choice مورد تجزیه و تحلیل قرار گرفت. یافته‌ها: میزان ناسازگاری نظرات شرکت‌کنندگان، کمتر از 10 درصد گزارش شد و سازگاری پاسخ‌ها مورد تأیید قرار گرفت. همچنین، در بین شاخص‌های بعد ایمنی، «انجام مانورهای ایمنی، آموزش‌های ایمنی، شدت تکرار حادثه» به ترتیب از بیشترین به کمترین اهمیت را دارا بود. در اولویت‌بندی شاخص‌های بهداشتی نیز «درصد پوشش معاینات دوره‌ای و آموزش‌های بهداشتی» به ترتیب بیشترین و کمترین اهمیت را به خود اختصاص داد. در بین شاخص‌های بعد محیط زیست، «پسماندهای صنعتی» رتبه نخست و «پسماندهای عادی» رتبه بعدی را کسب کرد. نتیجه‌گیری: در محیط‌های خطرناک مانند کارخانه‌های تولید مس، تأکید بر اثربخشی و کارایی در اجرای اقدامات ایمنی و بهداشتی بسیار مهم است. به ‌طور کلی، تحقیق حاضر بر اهمیت اقدامات پیشگیرانه و آماده‌سازی به‌ منظور کاهش خطرات و بهبود کارایی و اثربخشی اقدامات در حوزه شاخص‌های کلیدی HSE در مجتمع مس تأکید داشت. </div> <div style="text-align: justify;">Background: To effectively manage safety, health, and environmental initiatives aimed at preserving and enhancing the well-being of employees, equipment, and the environment, organizations require the identification and prioritization of performance indicators in various health, safety, and environment (HSE)-related domains. This study aims to prioritize and rank HSE performance indicators using the Analytic Hierarchy Process (AHP) in a copper complex to provide strategies for continuous improvement. Methods: This descriptive-analytical research examined the results related to HSE performance indicators in a copper complex during the years 2018 to 2020. The studied indicators in this company comprised 9 types of health indicators including 5 types of occupational injuries and diseases and 4 types of occupational health indicators, 6 types of safety indicators, and 2 environmental indicators. The AHP process was utilized for prioritizing and weighting the HSE performance indicators. Finally, the data were analyzed using Expert Choice software. Findings: The degree of disagreement among study participants was less than 10%, and the compatibility of responses was confirmed. Among the safety indicators, "conducting safety drills", "safety training", and "severity of incident recurrence" were identified as the most to least important, respectively. In prioritizing health indicators, "percentage of periodic examinations coverage" and "health training" were deemed most to least important. Among the environmental indicators, "industrial waste" ranked first, followed by "general waste". Conclusion: The prioritization of indicators in this study demonstrates how decision-makers can better select the best option among various indicator choices when determining the value of each criterion. Additionally, the quantitative results obtained from the AHP method illustrate the value of using such models in decision-making processes.
