fa روش‌های مدیریت و کاهش پلاستیک‌های یک‌بار مصرف با توجه به قوانین و مقررات زیست محیطی ایران Methods for Managing and Reducing Single-Use Plastics: A Focus on Iranian Environmental Laws and Regulations مهندسی بهداشت محیط Environmental Health Engineering كاربردي Applicable <div style="text-align: justify;">مقدمه: پلاستیک‌های یک‌بار مصرف از جمله محصولاتی هستند که در سال‌های اخیر به دلیل تغییر سبک زندگی، سهولت استفاده و مزایای دیگر، به شدت مورد استفاده قرار گرفته و پسماند حاصل از آن‌ها به یکی از معضلات مهم بهداشتی و زیست محیطی جهانی تبدیل شده‌ است. پژوهش حاضر با هدف بررسی روش‌های مدیریت و کاهش پلاستیک‌های یک‌بار مصرف با تأکید بر شرایط اقتصادی و قوانین و مقررات زیست محیطی ایران انجام شد. روش‌ها: این مطالعه از نوع مروری بود و در زمستان سال 1402 با جستجو در پایگاه‌های داده‌ای مختلف و استفاده از کلید واژه‌های فارسی «مدیریت پسماند جامد، تولید پسماند جامد، پلاستیک یک‌بار مصرف، توسعه پایدار، اقتصاد چرخه‌ای» و انگلیسی « Solid Waste Management، Solid Waste Production، Single-use Plastic، Sustainable Development، Circular Economy» انجام گردید. یافته‌ها: سالانه حدود 28/19 میلیون تن پسماند عادی در کشور تولید می‌شود که حدود 18/2 میلیون تن آن را زایدات پلاستیکی تشکیل می‌دهد. با وجود این‌ که 90 درصد پسماندهای تولیدی کشور توسط شهرداری‌ها جمع‌آوری می‌شود، فقط 8-5 درصد آن‌ها بازیافت می‌گردد و بقیه پسماندها به مراکز دفن انتقال می‌یابد و یا به صورت غیر اصولی دفع می‌شود. ایران جزء 10 کشور نخست پرمصرف ظروف پلاستیکی یک‌بار مصرف در جهان به شمار می‌رود. دفع غیر اصولی پلاستیک‌ها می‌تواند باعث آسیب به محیط زیست و سلامت انسان‌ها و حیوانات شود و لازم است برای مدیریت آن‌ها اقدامات لازم صورت گیرد. نتیجه‌گیری: برای مدیریت پلاستیک‌های یک‌بار مصرف باید به سلسله مراتب «مدیریت جامع پسماند» توجه نمود. بدین منظور باید به کاهش از مبدأ از طریق اعمال سیاست‌های صحیح در خصوص جمعیت جوامع، ایجاد محدودیت‌ها و ممنوعیت‌های قانونی برای استفاده از ظروف و پلاستیک‌های یک‌بار مصرف (موضوع ماده 4 قانون مدیریت پسماندها و آیین‌نامه کاهش مصرف کیسه‌های پلاستیکی)، فراهم نمودن فرصت‌های تشویقی برای تولیدکنندگان وسایل چند بار مصرف و فرهنگ‌سازی در زمینه تفکیک از مبدأ و بازیافت و بازچرخش مواد و انرژی و در نهایت، دفع اصولی پسماند‌های اجتناب‌ناپذیر توجه شود</div> <div style="text-align: justify;">Background: Single-use plastics are among the products widely used in recent years due to changing lifestyles, ease of use, and other benefits, and the waste they generate has become one of the most important global health and environmental problems. The aim of this study was to investigate the methods to manage and reduce single-use plastics, considering the economic conditions and environmental laws and regulations of Iran. Methods: The present study was a review study conducted in winter 2023 by searching various databases using the keywords "Solid Waste Management", "Solid Waste Production", "Single-use Plastic", "Sustainable Development", and "Circular Economy" and reviewing the relevant studies. Findings: Every year, about 19.28 million tons of household waste is produced in the country, of which about 2.18 million tons is plastic waste. Although 90% of the country's waste is collected by municipalities, only 5%-8% of it is recycled, and the rest is sent to landfills or disposed of improperly. Iran is among the top 10 countries in the world that consume the most single-use plastic containers. Improper disposal of plastics can harm the environment and human and animal health, and it is necessary to take measures to manage it. Conclusion: To manage single-use plastics, the hierarchy of "comprehensive waste management" should be observed.
